No.
Going to the link it says:
“The First Amendment exists to prohibit the government from abridging speech that others disagree with or find disagreeable, as well as speech that others hate or find hateful.”
True enough, but it’s all the link says. It should but doesn’t quote or say anything about what’s in the Antisemitism Awareness Act. There’s no context.
