“Shall not,: means NOT at any time.
“Shall be,” means always, not sometimes.
“Infringed,” means toyed with, modified, circumvented, circumcised, whatever, you get it but not to be done!

Make History Great Again! Teach the Constitution in High School like it used to be! When I was in high school back in the stone age, we actually had to pass a TEST on the US Constitution in order to graduate high school!
Half the Departments need be consolidated or eliminated.
