Yes, but the USA wasn't officially a sovereign nation until the Constitution was ratified in 1787. The Articles of Confederation was a weak pact from the Continental Congress because ...
Congress had not the power to tax. Congress did not have the power to regulate foreign and interstate commerce. There was no executive branch to enforce any acts passed by Congress. There was no national court system.

So, back to individual States with a quasi-nation in affect. The term United States of America was a term used for the Articles of Confederation, which remained until the Constitutional Convention in 1787 which re-designed the Articles of Confederation. That was the formal birth of the United States of America that the World accepted as a sovereign nation. Don't trust me?...Google.
